The  Minnesota Department of Transportation has a Veteran Business program to encourage Minnesota VOBS to bid for DOT contracts.

Also, Minnesota has a Veteran Preference Program that includes two classes of Veterab-owned businesses to compete for low-bid state contracts: Service-disabled and veterans who left the military after September 11, 2001. The law provides a 6% preference for first $500,000 on bids for state contracts and also sets aside state contracts from Minnesota DoT, the University of Minnesota and the Metropolitan Council.
